At a Glance
Halruaa is a nation of mages, making it unusual but not unique in Faerûn. Unlike other such lands, such as Thay, nearly every citizen of Halruaa can cast at least a cantrip. Furthermore, the inability to wield magic here is a serious social handicap.

Who Rules
Halruaa is ruled by a Council of Elders. Over four hundred Elders —all wizards of considerable power— are on this council, making it a noisy group. The council is led by a Netyarch, who is at least assumed to be the greatest wizard in the land.
