A feat.

In 3e, Weapon Finesse covers only a selected weapon; if you fight with multiple eligible weapons you would need to take the feat multiple times to enjoy its benefits with all of your eligible weapons. Eligible weapons include rapier, spiked chain, and all “light” weapons.

In 3.5e, you only need to take the feat once, and you will enjoy its benefits with all eligible weapons. Eligible weapons now include whip in addition to rapier, spiked chain, and all “light” weapons.
