The Lords of Waterdeep are the rulers of Waterdeep, through much of its history. There is always one Open Lord, whose identity is known, and an unknown number of Masked Lords who (ideally) remain faceless to the public.

Horrsin Zespar

This information is intended for use with the Dungeons & Dragons role-playing game.


At a Glance

Horrsin Zespar is a first-generation extaminaar, and a spy for House Extaminos. She currently resides in the sewers beneath Waterdeep, and gathers information for the rulers of Hlondeth using a band of outlaws that lives in Dock Ward. Her lair is guarded by a mated pair of trolls and a tribe of kobolds, many of whom probably have rogue class levels.
